George Rodrigues, who now runs El Mercat Bar de Tapas in Rockville, Maryland, brought a chili to Bobby's kitchen in 2016 with the confidence of a chef who had picked his side of every argument and committed. The technique he would have leaned on is the bloom: chiles toasted dry, then rehydrated in hot stock, then puréed into a paste that gets cooked back down in beef fat until it turns mahogany. That paste is the chili. Everything else is garnish.
